New Hampshire Liquor Commission Modernization Earns State IT Innovation Award

System Automation is proud to announce that the New Hampshire Liquor Commission (NHLC) Division of Enforcement & Licensing has been recognized as a winner in the 2026 StateScoop 50 Awards. The agency earned the State IT Innovation of the Year Award for its records management modernization initiative powered by Evoke.

NHLC earned the recognition for replacing legacy, paper-based processes with a modern Records Management System (RMS) built on Evoke. The project transformed records management, field inspections, investigations, and case oversight across the Division.

New Hampshire Liquor Commission Modernization Delivers Measurable Results

The modernization effort included migrating more than 500,000 historical case records and replacing paper-heavy, manual processes that had created inefficiencies in reporting, approvals, and case coordination. Today, officers can securely access case information from the field. This supports faster investigations, streamlined compliance activities, and more responsive enforcement operations.

“This wasn’t a technology project for the sake of technology. The System Automation team spent time understanding how our officers conduct inspections, how cases move through the Division, and where staff were losing time in their daily work. By designing around those realities, we created a system that supports the way we operate rather than forcing us to adapt to the software. We were able to leverage the flexibility and adaptability of the platform to take tasks that were previously tracked manually and automate them within the system, which created the greatest efficiency gains,” said Danielle Ellston, Deputy Chief, New Hampshire Liquor Commission (NHLC) Division of Enforcement & Licensing.

This recognition reflects the strong partnership between the New Hampshire Liquor Commission and the System Automation team, as well as a shared commitment to delivering innovative technology solutions that improve government operations and service delivery.

“This recognition highlights what’s possible when technology and agency expertise combine to solve real-world operational challenges. We’re proud to partner with the New Hampshire Liquor Commission and to support their mission through the Evoke platform,” said Charles Rubin, CEO of System Automation.
