Charles Rubin
President & CEO

Charles Rubin saw the future of government services before most people knew there was a problem to solve. Thirty years ago, he began helping state regulatory agencies shed paper-based systems slowing down licensure, compliance, and public protection. As founder and longtime leader of System Automation, he ushered agencies into the digital era.

What started with one of the first electronic licensing solutions in 1994 for a Maryland State Licensing Board has grown into something remarkable: System Automation now supports more than 500 agencies across 20 states, overseeing 20 million licensees spanning hundreds of professions and industries. That scale happened because Charles built a company with a genuine understanding of how regulatory agencies work and what they need to serve the public.

In 2023 under Charles's leadership, Evoke™ was born — a cloud-native, low-code platform that gives agencies the tools to modernize on their own terms, with greater transparency, efficiency, and accountability built in. The product of three decades of listening, iterating, and refusing to treat government technology as an afterthought.

Charles Rubin's career is a case study in sustained impact — one that shapes how millions of people interact with the systems that protect them.

Nick is responsible for the overall business operations of the company, including sales, product development, delivery, and support. Nick is recognized for his extensive industry, product, and program management experience. He brings more than 17 years in enterprise systems implementations, including engagements for Federal and State agencies. He has a passion for partnering with customers to build new products that solve the toughest challenges in our communities.

Elana is responsible for overseeing all accounting and finance activities. Elana’s background in accounting and finance has transformed the company’s reporting and analysis capabilities as well as strengthened its banking and vendor relationships.

Jeff is responsible for managing the internal development of Evoke. He ensures the quality of new features and builds the vision for continuous updates to the platform. Jeff is a Certified Agile Professional, International Consortium for Agile; certified SCRUM Master, drives the company’s products’ vision and road map in support of the organization’s business strategy.

Through new products, key partnerships, and initiatives, Brian is committed to helping government regulatory agencies, state licensing boards, and commissions improve efficiencies with citizen-centric solutions using best-of-class technology.

Mindy Weidman Duchi
Mindy leads HR and people operations at System Automation, building the infrastructure that helps a growing team thrive — from compensation and career pathways to policies that actually make sense to the people who have to follow them. She brings 15 years of experience building talent and people operations functions from the ground up, most recently as Chief Talent Officer at BRICK Networks, where she helped shape culture and leadership development across a fast-growing organization. Her background also includes work with Teach For America and TNTP, giving her a deep well of experience translating big-picture strategy into programs that support people day to day. Mindy believes strong people operations aren't just a back-office function — they're what makes a company a place worth building a career.
