New cloud-based regulatory platform modernizes registration, licensing, compliance, enforcement, and case management for the California Registry of Charities and Fundraisers
Orlando, FL – September 10, 2026– System Automation (SA) is celebrating the successful completion of the California Department of Justice (DOJ) Registry of Charities and Fundraisers (RCF) Business Modernization Project, marking RCF’s full transition from its legacy MyLicense® Office (MLO) system to System Automation’s Evoke™ platform.
The second and final phase went live on August 25, 2026, bringing RCF’s remaining registration programs and business functions onto SA’s unified, cloud-native platform. With the implementation complete, Evoke supports the Registry’s registration, licensing, compliance, enforcement, and case management functions while providing a centralized foundation for data access, reporting, and visibility across the organization.
Project Approach
The project was a collaboration with Public Consulting Group LLC (PCG), SA’s implementation partner, and delivered in two major phases. Phase 1 launched on September 5, 2025, introducing Evoke for charitable organization registrants and supporting initial registrations, annual renewals, filings, compliance activities, and annual reporting. This first phase also introduced workflows for deficiencies, delinquencies, revocations, and dissolutions, along with a Public Lookup Portal that gives California citizens access to real-time Registry information.
With Phase 2 now live, RCF has expanded Evoke across its remaining programs and fully completed the migration of existing MLO registrants. As part of the modernization effort, the project team converted and validated more than 8 million legacy records and migrated metadata associated with more than 4.1 million legacy documents.
The extensive migration preserved access to critical historical information while bringing current and legacy data together within one regulatory solution. By consolidating previously separate processes and information within Evoke, RCF now has a more connected foundation for managing regulatory activities and data while adapting its programs as future regulatory and legislative requirements change.
“Go-live is an important milestone, but the real measure of modernization is what happens afterward: whether an agency can respond to the next program change, the next legislative requirement, or the next operational need without starting another major technology replacement,” said Nick Cook, Vice President, Operations at System Automation. “That long-term adaptability was an important part of what we set out to build with RCF.”
The implementation was the result of a multi-year collaboration between the California Department of Justice, the Registry of Charities and Fundraisers, PCG, and SA. Teams worked together across data conversion, document migration, system testing, training, and production readiness to complete the transition while maintaining data quality and continuity.
